The body worn <br />camera grant will cover $300,000 towards the purchase of the cameras. It is estimated <br />that the first -year start-up cost to the city will be $54,000 with annual costs in years 2-5, <br />estimated to be approximately $270,000 per year. <br />The interview room hardware grant will cover $39,943.00 of the $41,106.93. The City will <br />pay for the remaining $1,163.93 from 2021 allocated Police M&O funds. <br />Project summary statement: <br />During the Summer of 2019 the Everett Police, Information Technology, and Procurement <br />departments interviewed Coban Technologies, Inc and Axon to assess the brand and type <br />of body camera equipment the Police department would like to purchase. Both companies <br />were listed on the Washington State Department of Enterprise Services (WADES) contract <br />#06316. <br />Staff conducted an evaluation of both companies. During the evaluation City staff asked <br />questions relating to the Iifecycle of managing digital evidence, which include (1) <br />capturing, (2) transferring, (3) managing, (4) retrieving, and (4) sharing. Police and IT <br />determined that Axon offered superior features for managing the digital evidence <br />Iifecycle. By focusing on the Iifecycle, it allows Police to gain efficiency in some operations <br />to help offset the cost of public disclosure compliance, provide new capabilities to the <br />community, and drive economies of scale through application consolidation and lower <br />storage costs. <br />The body worn cameras and interview room hardware are available for purchase from <br />Axon Enterprise Inc through a Washington State Department of Enterprise Services <br />participating Addendum # 06316, which allows Washington state public entities to use <br />NASPO's competitively bid master agreement #OK-MA-145-015/COE #2019-111. The City <br />has an Interlocal agreement with Washington State Department of Enterprise Services <br />that allows for purchases from its competitively awarded contracts in lieu of soliciting bids <br />on our own. <br />Recommendation (exact action requested of Council): <br />Award and Authorize the Mayor to sign a five-year contract with Axon Enterprise Inc for <br />body worn cameras and interview room hardware from NASPO Contract #OK-MA-145- <br />015/COE #2019-111 for approximately $1,467,861.63 for five years. <br />
