By amending the ordinance that renews the BIA and adopts the <br />Downtown Everett Association's five-year budget, the City contribution as a participating <br />property owner will be set at $103,600 in 2021, and increases annually by 3% or the rate of <br />inflation (whichever is greater) through 2025. <br />Project summary statement: <br />The proposed Resolution cancels the Public Hearing previously set for December 9, 2020 and sets <br />a new public hearing for December 16 2020 to hear public comment on these proposed changes. <br />The third reading of the proposed Ordinance will also be December 16, 2020. <br />The City's existing Downtown BIA will expire on January 1, 2021. The BIA is a special assessment <br />district which raises funds for the maintenance of the area within the BIA. The BIA assessments <br />pay for customized services to support downtown property owners including trash removal, <br />sidewalk cleaning, graffiti removal and —beginning in 2020—the flower program. The DEA <br />manages the BIA's clean and safe service team and encourages a thriving downtown district <br />attractive to visitors and residents through programming, business engagement, and <br />participation in Washington s Main Street program. The BIA is a significant factor in maintaining <br />the Downtown area in an attractive manner and encouraging the public to work, live, dine, and <br />shop in Everett. <br />The proposed Ordinance will extend the term of the BIA for an additional five years, with an <br />expansion by one block to the geographical area. The total amount assessed will change from the <br />previous three years to allow for an increased budget. The proposed Ordinance would increase <br />the assessment rate from $.08 per Lot Square Foot to $.09 per Lot Square Foot. The current <br />assessment rate of $0.14 per $1,000 of Total Market Value would remain the same. The <br />proposed Ordinance would increase the budgets each year (and the assessment rates) by <br />including a multiplication of either 3% or the rate of inflation (whichever is greater) per fiscal <br />year. In addition the Ordinance will formally approve the proposed Downtown Everett <br />Association budget for management of the BIA. Finally, the Ordinance will streamline how the <br />city bills condominium owners; rather than billing owners individually, they will be billed <br />collectively through their homeowner association. <br />Recommendation (exact action requested of Council): <br />Adopt the Resolution setting a public hearing before the City Council December 16, 2020 <br />at 6 30pm to receive comments on the City's intent to extend the term modify the <br />special assessment levy and boundaries, and set a five-year budget of the Downtown <br />Business Improvement Area. <br />
