activities or services which would enhance the appearance of the area and encourage the general public <br />to increasingly visit and do business in the BIA. <br />C. Operation of a program for economic development of the BIA. <br />D. Other improvements considered necessary by the governing body of property owners. <br />Section 4: The annual special assessment upon buildings and other real property, and the owners thereof, <br />within the BIA would continue to be based on land square footage and assessed value, with an increased <br />total budget for the Downtown BIA, amending Ordinance No. 3582-17. The proposed special assessment <br />rates for 2021-2025 are as follows: The amount of the 2021 annual assessments shall be calculated as <br />follows: $0.14 per $1,000 of assessed value of the property per the Snohomish County Assessor, plus <br />$0.09 per land square foot of the property. The amount of the 2022 and each subsequent annual <br />assessment through 2025 shall be based on the previous year's assessment amount for each property and <br />multiplied by either 3%, or multiplied by the June to June percent change in the Consumer Price Index — <br />Urban (CPI-U) for the Seattle, Tacoma, Bellevue area, whichever is greater. <br />Section 5: The City Council, at the December 16, 2020, public hearing, will hear all protests and receive <br />evidence for or against the proposed action and all persons who may desire to object to the action <br />proposed should do so in writing and file said objection with the Everett City Clerk prior to December 9, <br />2020, or shall appear and present their objections at the public hearing as outlined in Section 1 above. <br />Section 6: The City Clerk shall give notice of the public hearing by: (1) one publication of the notice of <br />hearing and copy of this resolution in a newspaper of general circulation in the City; and (2) mailing a <br />complete copy of this resolution, including a copy of the proposed activities, budget, and assessment rates <br />for the ensuing fiscal years, to the owners or reputed owners of property in the BIA whose names appear <br />as the owners on the records of the City Treasurer, at the address for such owners as shown on the records <br />of the City Treasurer, or at such other address for a particular owner as such owner may have previously <br />requested in writing, or, if no address is shown there, to the address shown in the tax records of the <br />Snohomish County Assessor. <br />Section 7: A copy of the proposed budget is attached as Attachments A to this resolution. <br />Section 8: The City Clerk is authorized to make necessary corrections to this resolution including, but not <br />limited to, the correction of scrivener's/clerical errors, references, numbering, section/subsection <br />numbers, and any references thereto. <br />Councilmember introducing resolution <br />Passed and approved this day of , 2020. <br />Council President <br />LI <br />2020 RESOLUTION: Downtown BIA Page 3 of 3 <br />
