EVERETT
Project title:
Award and Authorize Purchase of Cummins Generators from Cummins Inc. using Sourcewell Contract
#120617-CMM/EVT#2020-018
City Council Agenda Item Cover Sheet
Council Bill # interoffice use
Agenda dates requested:
December 2, 2020
Briefing
Proposed action
Consent
Action
Ordinance
Public hearing
Yes X No
12/2/20
Budget amendment:
Yes X No
PowerPoint presentation:
Yes X No
Attachments:
Quote
Department(s) involved:
Purchasing & Public Works
Contact person:
Theresa Bauccio-Teschlog
Phone number:
(425) 257-8901
Email:
tbauccio@everettwa.gov
Initialed by:
Department head
Administr.atio
Cour +t President
Project: Sourcewell Contract #120617-CMM/EVT#2020-018
Partner/Supplier : Cummins Inc.
Location:
8/9/17 Approved Professional Services Agreement with Sazan Group
12/ 11/ 19 Approved Amendment #1 with Sazan Group
Preceding action:
1/30/19 Adopted Resolution Declaring an Emergency regarding Water
Filtration Plant temporary back up power generation equipment
Fund: 336 — UP3587-12-650
Fiscal summary statement:
Funding for the purchase of the generators is in the approved 2020 capital expenditures
and is included in the 2021 CIP budget.
Project summary statement:
In 2017, the City contracted with the Sazan Group to provide engineering design,
analysis, and construction support services to address the Water Filtration's
replacement generators and electrical infrastructure needs. The 2019 Amendment
e xtended the contract and focused on increasing the resiliency and redundancy of the
Water Filter Plant electrical system, providing additional features to the emergency
generators including a generator synchronization and control system and generator
building systems to increase overall electrical system resiliency.
The Utilities Division requires three new generators for the Water Filtration Plant (WFP).
The new generators are needed to support reliable uninterrupted operations during
e lectrical outages. The new generators are larger than the existing generators and are
sized to meet current WFP electrical demands as well as the demands for the
foreseeable future. The new generators and electrical infrastructure include improved
controls, synchronization, and operational technology which will ensure greater
reliability and redundancy of WFP electrical system during electrical outages. The
e xisting generators and associated electrical infrastructure are over 30 years old which is
beyond useful life. The combined output of the two current generators no longer meets
the electrical demands of the Water Filtration plant.
The generators are available for purchase from Cummins Inc. through the Sourcewell
competitively bid contract 4120617-CMM/ EVT #2020-018. The City has an Interlocal
agreement with Sourcewell that allows for purchases from its competitively awarded
contracts in lieu of soliciting bids on our own.
Recommendation (exact action requested of Council):
Award and Authorize Purchase of Cummins Generators from Cummins Inc. using
Sourcewell Contract #120617-CMM/EVT#2020-018 in the amount of 1,903,973.37,
including Washington state sales and vehicle taxes.
