The Scope of Work included three <br />deliverables 1) the preparation of a Citywide Housing Action Plan, 2) a Transit Oriented Development <br />(TOD) Action Plan, and 3) a Housing Displacement Strategy. <br />In response to COVID 19 impacts, the light -rail timeline ambiguity, the timing of hiring a new Planning <br />Director and the possibility of future funds that will support the high -capacity transit corridors and light <br />rail community development, staff recommend council authorizes the Mayor to sign an amendment to <br />the Interagency Agreement to modify the Scope of Work. The proposed modifications would <br />incorporate the recommended strategies and foundation work for future Tight rail planning from a <br />stand-alone TOD Housing Action Plan, into the Citywide Housing Action Plan. In addition, the proposed <br />amendment will also reallocate funds for increase community engagement activities. <br />Commerce supports the change without concern. <br />Recommendation (exact action requested of Council): Authorize the Mayor to sign the Interagency <br />Agreement Amendment with the Washington State Dept. of Commerce. <br />
