Our proposal is based on <br /> our October 12, 2020,videoconference with you and other City personnel, our site walk on October <br /> 15, 2020, and follow-up email correspondence. This proposal has been revised from our October <br /> 23, 2020 submittal based on your comments and our subsequent discussion regarding the scope of <br /> work to be performed. <br /> It is our understanding that the Landfill was permitted in 1987 as an inert waste landfill by the <br /> Snohomish County Health District(SnoHD),for the purpose of providing a disposal location for <br /> the dredged backwash solids that are removed from the backwash settling pond associated with the <br /> facility. In the plant's process, alum and cationic polymer are added to raw lake water in order to <br /> form larger particles, which can then be removed in filtration. Backwashing cleans the filters and <br /> carries backwash solids into the backwash pond to be settled out. <br /> The collected sediments within the backwash settling pond are typically removed by an outside <br /> contractor. During removal, the contractor dewaters the sediments and adds a polymer-based <br /> flocculant. Current practice is prior to disposal within the landfill,the dredged sediments are <br /> spread in thin lifts on an impervious asphalt bed by City personnel and allowed to dry during the <br /> summer months. This results in solids content of approximately 40 percent at the time of disposal. <br /> City personnel are currently managing the landfill based on SnoHD approved operations and <br /> closure plans. It is our understanding that the existing operational documents were previously <br /> updated in the last 10 years. Due to the August 2018 updates to WAC 173-350(effective <br /> September 1, 2018),the existing operational plans should be reviewed. <br /> The scope outlined below has been developed to assist you with review and update of the existing <br /> operational plans for conformance with the updates to the WAC, as well as provide updates to <br /> reflect current operating conditions and disposal rates. <br /> ± Aspect Consulting,LLC 907 Harris Avenue Suite 301 Bellingham,WA 9S225 360.746.8964 www.aspectconsulting.com <br />
