I. <br /> September 30, 2020 <br /> Council Member Murphy asked if the Historical Commission, the Planning <br /> Commission, and Administration and staff had provided a recommendation on the <br /> proposed ordinance. <br /> David Stalheim stated that the Historical Commission voted 6-2 to not change the <br /> Norton-Grand Historic Overlay boundary. The Historical Commission's <br /> recommendation went to the Planning Commission, who voted 3-3 on all parts of <br /> Housing Hope's application, including the Historic Overlay, and dead locked.
