<br /> effective and safe use of lands withins borders;and in the health, safety and welfare

<br /> minimizing traffic congestion that may be assbcrated with inadequate provision for

<br /> shall execute a covenant in a form acceptable to the City
<br /> WHEREAS, this Covenant must state that the Property"onw,hicby ti =:parking will be

<br /> property, and this Covenant must be signed, acknowledged arid,reiorded 4irthe records
