City of Everett:City Council Retreat <br /> Draft Scope of Work, November 2020 <br /> The City of Everett's Mayor Cassie Franklin and its 7-member City Council are seeking design and <br /> facilitation support for two,end-of-year retreats(work sessions)planned for December 2020 and <br /> January 2021. The goals of the retreat are currently in development but will include the introduction of <br /> a new Collaborative Leadership (CL) model to support more effective local policy development and <br /> implementation. Lisa Fitzhugh, with Creative Ground,offers the following scope of work to meet the <br /> City's retreat design and facilitation needs. <br /> Project Framework: <br /> Over the last five years, due to the leadership of many Councilmembers, the City Council has been <br /> transitioning into a stronger legislative body vis-a-vis the Executive. The development of <br /> subcommittees for more in-depth policy and operational review is supporting a more empowered <br /> Council to function as a stronger partner with the Executive. Even so,the significant budget cuts of <br /> the last year, combined with the impacts of COVID-19, have made the need for a more efficient and <br /> collaborative leadership model even more pronounced. <br /> A suggested goal for the December and January retreats is for the Executive to offer more <br /> background on this vision for a new Collaborative Leadership approach and propose an initial <br /> outline for how the model might work. The December retreat would begin to lay the groundwork <br /> and purpose for the new model and also include time for developing a shared purpose/priorities <br /> for the Council as a whole. The January retreat would invite Councilmembers to further shape the <br /> attributes of this collaborative vision and weigh the merits of a new structure to support it. <br /> Action Steps: <br /> We recommend the following elements of work to support the project. <br /> • Design a brief survey to assess the merits and challenges to the current leadership model as <br /> well as gather ideas for alternatives. (2 hours) <br /> • Refine this survey with the Mayor, Council leadership and an Executive staff member <br /> ('development team'). (2 hours) <br /> • Conduct 1:1 interviews with all Councilmembers and the Mayor using survey tool as well as <br /> additional contextual questions. (8 hours) <br /> • Collaborate with the 'development team'to create an initial Collaborative Leadership (CL) <br /> proposal (4 hours) <br /> • Design a retreat agenda for December(current topics include shared purpose/priorities for <br /> Council and initial context for CL Proposal). Refine/finalize with the 'development team' <br /> (2 hours) <br /> • Facilitate December retreat and provide summary documentation (6 hours) <br /> • Collaborate with the 'development team'to integrate findings from the December retreat <br /> and refine the CL proposal structure and process(2 hours) <br /> • Design a retreat agenda for January and refine/finalize with the 'development team' <br /> (2 hours) <br /> • Facilitate January retreat and provide summary documentation (6 hours) <br /> • Integrate feedback from January retreat and finalize CL proposal for first year <br /> implementation (4 hours) <br /> • Contingency for any additional planning and coordination required (4 hours) <br /> grouc <br />
