These funds are restricted for the mitigation of transportation system impacts <br />resulting from development. <br />Project summary statement: <br />The City of Everett has not revised the Traffic Mitigation Fee since the adoption of <br />Ordinance 3387-14 which was recently included in Ordinance 3774-20. The current fee <br />is low compared with benchmark local agencies. Increasing construction costs make an <br />increase in the Traffic Mitigation Fee necessary. <br />As a part of the 2014 rate update, the Traffic Mitigation Fee rate was to be adjusted <br />annually for inflation based on the Washington State Department of Transportation's <br />(WSDOT) Construction Cost Index (CCI). Unfortunately, WSDOT ceased updating this <br />cost index in 2016. By updating the Traffic Mitigation Fee and providing for a new <br />construction cost index for inflation, the city can ensure that a proportionate share of <br />the transportation capital improvements will be paid for by new development. <br />Recommendation (exact action requested of Council) <br />Adopt an ordinance amending the City of Everett Traffic Mitigation Fee as established by <br />Ordinance No. 3387-14 and codified in the EMC by Ordinance No. 3774-20, (Chapter <br />19.51). <br />
