These funds are restricted for the mitigation of transportation system impacts resulting from development. Project summary statement: The City of Everett has not revised the Traffic Mitigation Fee since the adoption of Ordinance 3387-14 which was recently included in Ordinance 3774-20. The current fee is low compared with benchmark local agencies. Increasing construction costs make an increase in the Traffic Mitigation Fee necessary. As a part of the 2014 rate update, the Traffic Mitigation Fee rate was to be adjusted annually for inflation based on the Washington State Department of Transportation's (WSDOT) Construction Cost Index (CCI). Unfortunately, WSDOT ceased updating this cost index in 2016. By updating the Traffic Mitigation Fee and providing for a new construction cost index for inflation, the city can ensure that a proportionate share of the transportation capital improvements will be paid for by new development. Recommendation (exact action requested of Council) Adopt an ordinance amending the City of Everett Traffic Mitigation Fee as established by Ordinance No. 3387-14 and codified in the EMC by Ordinance No. 3774-20, (Chapter 19.51).
