EVERETT
Project title:
An Ordinance Relating to the Downtown Business Improvement Area (BIA), extending the term,
modifying the special assessment levy and boundaries, and approving a five-year budget, amending
Ordinance No. 3582-17.
City Council Agenda Item Cover Sheet
Council Bill # interoffice use
CB 2011-62
Agenda dates requested:
11/25, 12/9, 12/16
Briefing
Proposed action 11/25 and
12/9
Consent
Action 12/16
Ordinance - Yes
Public hearing
Yes X No
Budget amendment:
Yes X No
PowerPoint presentation:
Yes X No
Attachments:
Proposed Resolution
Proposed Ordinance redlined
Proposed Ordinance final
Department(s) involved:
Economic Development
Contact person:
Dan Eernissee
Phone number:
425-257-8681
Email.
deernissee@everettwa.gov
Initialed by:
DE
Department head
Administr:ti
Cou'il President
Project: Proposed Renewal of Downtown Business Improvement Area
Partner/Supplier : Downtown Everett Association
Location: Downtown Core
P..receding.. action: ....Or.din.an.ce..3582.-17...as.m.o st.recent_81A..ren.ewal
Fund: 009/General Government Non -Departmental
Fiscal summary statement:
The City has financially contributed to the existing Downtown Business Improvement Area (BIA)
since its inception in 1995. By amending the ordinance that renews the BIA and adopts the
Downtown Everett Association's five-year budget, the City contribution as a participating
property owner will be set at $103,600 in 2021, and increases annually by 3% or the rate of
inflation (whichever is greater) through 2025.
Project summary statement:
The City's existing Downtown BIA will expire on January 1, 2021. The BIA is a special assessment
district which raises funds for the maintenance of the area within the BIA The BIA assessments
pay for customized services to support downtown property owners including trash removal,
sidewalk cleaning, graffiti removal and —beginning in 2020—the flower program. The DEA
manages the BIA's clean and safe service team and encourages a thriving downtown district
attractive to visitors and residents through programming, business engagement, and
participation in Washington s Main Street program. The BIA is a significant factor in maintaining
the Downtown area in an attractive manner and encouraging the public to work, live, dine, and
shop in Everett.
The proposed Ordinance will extend the term of the BIA for an additional five years, with an
expansion by one block to the geographical area. The total amount assessed will change from the
previous three years to allow for an increased budget. The proposed Ordinance would increase
the assessment rate from $.08 per Lot Square Foot to $ 09 per Lot Square Foot. The current
assessment rate of $0.14 per $1,000 of Total Market Value would remain the same. The
proposed Ordinance would increase the budgets each year (and the assessment rates) by
including a multiplication of either 3% or the rate of inflation (whichever is greater) per fiscal
year. In addition the Ordinance will formally approve the proposed Downtown Everett
Association budget for management of the BIA. Finally, the Ordinance will streamline how the
city bills condominium owners; rather than billing owners individually, they will be billed
collectively through their homeowner association.
Recommendation (exact action requested of Council):
Adopt an Ordinance Relating to the Downtown Business Improvement Area (BIA),
extending the term, modifying the special assessment levy and boundaries, and
approving a five-year budget, amending Ordinance No. 3582-17.
