Funds are <br />available in the Parks 2020 budget. <br />Project summary statement: <br />The Park, Recreation, and Open Space (PROS) plan will provide a 6-year vision for parks <br />as well as an action plan for implementing this vision. The plan will be financially <br />sustainable and include realistic goals for implementation. The PROS planning process <br />will help guide decisions regarding acquisition, development, programming, <br />management, and ensure that the legacy of parks will continue. In order to remain <br />eligible for Washington State Recreation and Conservation (RCO) grants a PROS Plan <br />must be updated and adopted by city council every six years. The PROS Plan will address <br />several required elements. These elements include updating the department's goals, <br />objectives, inventory and assessment of amenities and programs, conducting a public <br />involvement process, analyzing demand and needs, identifying a supporting capital <br />improvement program and having the plan adopted by the City Council. <br />Request for Proposal #2020-073 was released on September 4, 2020, and was <br />advertised in the Everett Herald and Daily Journal of Commerce as well as posted on the <br />City's website. On October 27, 2020, the City received six (6) proposal responses. Two <br />(2) companies were invited to interviews. Staff is recommending awarding the contract <br />to Berk Consulting Incorporated who is the highest scored, best value provider.
