Funds are available in the Parks 2020 budget. Project summary statement: The Park, Recreation, and Open Space (PROS) plan will provide a 6-year vision for parks as well as an action plan for implementing this vision. The plan will be financially sustainable and include realistic goals for implementation. The PROS planning process will help guide decisions regarding acquisition, development, programming, management, and ensure that the legacy of parks will continue. In order to remain eligible for Washington State Recreation and Conservation (RCO) grants a PROS Plan must be updated and adopted by city council every six years. The PROS Plan will address several required elements. These elements include updating the department's goals, objectives, inventory and assessment of amenities and programs, conducting a public involvement process, analyzing demand and needs, identifying a supporting capital improvement program and having the plan adopted by the City Council. Request for Proposal #2020-073 was released on September 4, 2020, and was advertised in the Everett Herald and Daily Journal of Commerce as well as posted on the City's website. On October 27, 2020, the City received six (6) proposal responses. Two (2) companies were invited to interviews. Staff is recommending awarding the contract to Berk Consulting Incorporated who is the highest scored, best value provider.
