extensive work with the communications team, and likely some testing of how it is laid out with a non-
technical group to ensure the material is digestible and engenders responses from people that are based
on their personal assessment ofthe information. This may even require a deeper dive into the metrics
to address more specific differences between the three options rather the more general system -level
metrics proposed in the introduction to the Task3 section. It is also possible the development of the
comparison will lead to a need to compile comparisons beyond those described in the tasks above.
This effort should not be confused with further development of the network concepts. At this point, the
plan is to establish the network concepts and not change them or allow them to evolve further unless
some external factor indicates it may be necessaryto do so. The effort described above is recognition
that it may be necessaryto develop additional means to effectively discuss the outcomes of the
established service plans and route networks with the general public.
To accomplish this, the task is broken into two parts:
Part 1— Development of a Report to Council on the outcomes of the technical analysis. Target
presentation in early January 2021. The report to Council will follow the pathway for key messaging that
will be used in Part 2 It will be a summary of the technical analysis that highlights the differences
between each of the three options.
Task 3.6 Outreach Coordination
Part 2 Assuming Council elects to move into an outreach phase, Part 2 will launch in late January, early
February and will feature the same content presented to council, but will also provide for active
participation in the ability for people to comment on the outcomes. Outreach would continue through
February. The end product will be a report back to Council in late March or early April on the outreach
process.
Overall Timing
Presented below is a very simple timeline that finishes this scope of work in April, 2021. The Council
Workshops are intended to be briefings on the various aspects ofthe planning scenarios and reports on
just completed outreach efforts.
