Attachment C <br />WORK PLAN <br />FY 2020 Emergency Management Performance Grant <br />Emergency Management Organization: Everett Office of Emergency Management <br />The purpose of EMPG is to assist with the enhancement, sustainment and improvement of state, local, and <br />tribal emergency management programs. Activities conducted using EMPG funding should relate directly to the <br />five elements of emergency management: prevention, protection, response, recovery, and mitigation. <br />Washington State does not require a specific number of activities to receive EMPG funding. However, there are <br />required capabilities that must be sustained in order to remain eligible for EMPG funding, including but not <br />limited to the ability to communicate and warn, educate the public, train and exercise, plan, and be NIMS <br />compliant. The Work Plan delineates the Emergency Management Organization's emergency management <br />program planning and priority focus for this grant cycle (to include EMPG grant and local funds). <br />Primary Core Capability <br />4.9Training <br />Operational Coordination <br />Secondary Core Capability <br />WORK PLANNED <br />Coordinate development and delivery <br />of NIMS, ICS, and EOC position specific <br />courses to City of Everett employees. <br />Collaborate with city departments, <br />businesses, and other community <br />partners on joint emergency <br />preparedness, response and recovery <br />training opportunities. <br />Community Resilience <br />WHY THE WORK IS BEING DNE <br />City policy requires that all employees <br />and public officials be trained in NIMS. <br />The focus will be encouraging <br />participation and delivering ICS <br />courses for NIMS compliance and EOC <br />position specific training for enhanced <br />EOC activation readiness. <br />Joint training ensures greater <br />relationship building and common <br />communication and methodology. <br />RESULT OF THE WORK <br />Increased NIMS, ICS, and EOC position <br />specific training will improve the City's <br />ability to integrate all response <br />resources, maintain emergency <br />responder safety, and streamline <br />incident management processes. <br />Entities such as Fire and Police <br />departments, Naval Station Everett, <br />Providence Hospital, school districts <br />and Snohomish County Department of <br />Emergency Management will be <br />familiar with each other's emergency <br />plans and procedures, operations, and <br />infrastructure. <br />Deliver and sustain Community <br />Emergency Response Team (CERT) <br />Program to people who live and/or <br />work in the City of Everett. <br />To ensure residents and community <br />members, including vulnerable <br />populations and those with Limited <br />English Proficiency, are provided the <br />knowledge, skills, and abilities to <br />prepare for, prevent, mitigate, <br />respond to, and recover from <br />emergencies and disasters. <br />Participants who successfully graduate <br />from the CERT training program will <br />have increased skills and abilities to <br />take care of themselves, their families, <br />and their neighborhoods after large <br />emergencies and disasters.
