Enhance capabilities of the Everett <br />Emergency Management Duty Officers. <br />Provide additional training and tools for <br />responding to emergent situations. <br />Everett Emergency Management Duty <br />Officers are on call 24/7 to respond to <br />e mergencies and activate the EOC as <br />n eeded. Due to staffing changes, there <br />are new duty officers that need <br />training and exercising. Duty officers <br />must also have appropriate tools to <br />respond to and communicate during <br />an emergency. <br />Better trained and better <br />equipped duty officers will result <br />in improved response capabilities <br />and incident coordination. <br />Program Area #3 <br />Primary Core Capability <br />Secondary Core Capability <br />4.7 Communications and Warning <br />Public Information and Warning <br />Operational Communications <br />WORK PLANNED <br />Develop and update Standard Operating <br />Procedures (SOP) and conduct training <br />on Everett's alerting platforms, including <br />internal notifications, reverse 911, <br />public alerts through IPAWS, and city <br />website alerts. <br />Enhance emergency communications <br />between City facilities by setting up <br />amateur radio and satellite phone <br />equipment. <br />WHY THE WORK IS BEING DONE <br />The City of Everett must have the <br />capability to quickly recall its <br />employees and emergency worker <br />volunteers after a large emergency or <br />disaster. Additionally, the City of <br />Everett needs the capability to <br />disseminate critical information, <br />warnings, and alerts to the public in an <br />effective and efficient manner. Everett <br />uses the AlertSense platform (which <br />also includes IPAWS) and is the point <br />of contact for all City departments <br />which utilize this system for technical <br />assistance and training. <br />In a major disaster, the ability to <br />communicate may be hindered if <br />n ormal modes of communication are <br />n ot available. Currently, many City <br />facilities do not have a backup method <br />of communication if phones, cell <br />phones, and email are not functioning. <br />City facilities need to be able to <br />communicate to ensure they can <br />continue to share information and <br />provide or receive direction. <br />RESULT OF THE WORK <br />All key personnel in each of the <br />city departments which utilize the <br />AlertSense system will be trained <br />and repeat the trainings for their <br />department staff. Emergency <br />Management Duty Officers are all <br />trained to disseminate public <br />alerts through all platforms we <br />have access to. Customized SOPs <br />and guides will be available for the <br />u sers to supplement their training. <br />Routine non -emergency alerts and <br />n otifications disseminated <br />through the AlertSense system will <br />assist in familiarization with the <br />system and what to expect in a <br />disaster. <br />Adding amateur radio and satellite <br />phone capabilities to City facilities <br />will enable them to continue to <br />communicate even if traditional <br />methods are inoperable. This will <br />improve situational awareness <br />and information sharing after a <br />major event. <br />Program Area #4 <br />Primary Core Capability <br />4.11 Emergency Public Information and Education <br />Community Resilience <br />WORK PLANNED <br />WHY THE WORK IS BEING DONE <br />RESULT OF THE WORK <br />Continue to provide emergency <br />preparedness presentations, trainings, <br />outreach events, workshops, etc. to any <br />business, government office, citizen <br />group, etc. as requested. <br />Public information, education, and <br />outreach is critical for creating a <br />community that is prepared for any <br />and all types of emergencies and <br />disasters. <br />Residents will be better prepared <br />and self-sufficient resulting in less <br />of a burden for first responders <br />and critical services. <br />DHS-FEMA-EMPG-FY20 <br />Page 23 of 36 <br />City of Everett OEM, E21-161 <br />
