c C (5) The proposed antennas would be architecturally treated through painting or coverings that would allow them to blend in with the appearance of the existing hospital building; (6) The proposed antennas would be approximately 100 feet above street grade on Colby Ave. The antennas would be mounted on the roof of the existing hospital building. (7) Not applicable--this criterion applies to tower structures. (8) The provider will be required to notify the City in the event that the facility is abandoned for a period of more than 120 days. (9) The proposal is classified as a major above-ground utility structure and is therefore not exempt from the Special Property Use permit review process. (10) This criterion allows the City to require that facilities be designed to accommodate more than one wireless service provider at a given site. Additional applications for WCFs on this site would be reviewed on a case-by-case basis. The City recently received an additional application for a WCF on this site(SPU#09-005). That application was approved and construction permits were issued by the City earlier in 2009. (II) Not applicable--these types of facilities normally do not require safety lights for the FAA. Navigational safety lighting already exists on the hospital in relation to the existing hclistop. (12) The City did not commission an independent third party review of this application because it found the application to be consistent with the review criteria;is located on a non-residential structure;and would have adequate screening and separation from adjacent residential uses. Conclusion: Based on the above findings,the Specific Evaluation Criteria for major above-ground utilities have been met. DECISION: The proposal is approved as submitted subject to compliance with all city, state and federal regulations. The following conditions shall apply: 1. All panel antennas,shrouding and cabling shall be painted or otherwise colored to match the exterior color of the building. 2. Placement of antennas shall generally be consistent with the plans on file at the Planning Department with this application. Minor modifications may be approved by the Planning Director. 3.
