Total compensation will not exceed $100,000 over the four-year period. Monies are out of Fund 401 and within budgeted amounts. Project summary statement: The City is contracting with HDR, Inc. for assistance with the National Pollutant Discharge Elimination System (NPDES) permit renewal processes with the Washington State Department of Ecology. This includes support for both the individual NPDES permit, expected in 2021, and the draft and final versions of the Puget Sound Nutrient General Permit. Services include permitting support and strategy, review of applications, analysis, sampling plans, a nitrogen optimization and management concept plan, and various administrative meetings, drafts and reviews. Recommendation (exact action requested of Council): Authorize the Mayor to sign the Professional Services Agreement with HDR Engineering, Inc. for assistance with permit processes, in an amount not to exceed $100,000.
