EXHIBIT A <br />SCOPE OF WORK <br />Meet with Washington Department of Ecology (Ecology) <br />Coordinate with City staff to prepare for and attend meetings with Ecology regarding the NPDES <br />permit renewal. Meetings will be to review the draft peiinit application and to discuss Ecology's <br />response to the penult application and options to move the permit forward. Submit meeting notes <br />to City. <br />Meet with the City <br />Have meetings with the City o review the draft permit application and before and after each meeting <br />with Ecology. Meetings are expected to be online/virtual and may be hosted by either the City or <br />HDR <br />Provide Comment Letter on draft Permit and Fact sheet. <br />Support the City's review of a pre -public notice courtesy copy of Ecology's draft NPDES <br />permit, prior to public notice of the formal Draft Penult, with technical analysis of Ecology's <br />approach. Once Ecology put the permit out for public comment, provide a draft comment letter <br />on the permit and fact sheet for the City's review. <br />Nitrogen Optimization and Management Concept Planning. <br />Ecology's focus on Puget Sound Nitrogen management will result in new planning requirements <br />being included in either individual NPDES permit renewals, or the new Nitrogen General Permit, <br />or both The requirements will include near-teim Optimization Planning and longer -tetra Nitrogen <br />Removal Planning The specifics of these permit requirements are evolving with Ecology. It is <br />important to note that these will be planning requirements, and not implementation requirements <br />The City will be required to develop plans and submit them for review to Ecology. <br />Implementation of changes will be based on many factors, including the limited availability of <br />options for the City to reduce nitrogen in the existing treatment process, as well as many other <br />factors that the City must consider in balancing all of the investments required to comply will all <br />regulatory and performance requirements, maintain City assets, and provide for affordable Compliance <br />Schedules. The purpose of this task is to assist the City in conceptualizing plans that will satisfy Ecology's <br />requirements but also provide the City with avenues to practical, technically feasible, and affordable <br />approaches that can be implemented over time in ways that address the City's priorities. This information <br />will be used to support the City's dialog with Ecology on current and future discharge permitting. <br />Assumptions <br />• The City will provide email notice to proceed to HDR for work identified under this contract. <br />• Budget for this contract is on a time and materials (T&M) basis and not -to -exceed total <br />contract authorization. <br />• Billing rates shall be applied based on actual direct labor costs times a factor of 3.20 plus any <br />reimbursable expenses at cost. <br />• HDR has a reasonable right to rely on any information or data provided from the City for use <br />under this agreement. <br />• All other items are covered under the contract terms and conditions <br />Page 13 <br />I-IDR 2019 <br />
