Scope of Performance - Interim Planning Director <br /> Under the direction of the Mayor or Deputy Mayor, perform various planning and community development <br /> services. This work includes directing the Land Use Planning/Environmental Review and Long Range <br /> Planning Divisions. <br /> ILLUSTRATIVE EXAMPLES OF WORK <br /> Confer with City Administration on various planning, land use, environmental and community development <br /> plans, policies and programs; coordinate departmental activities with those of other departments and outside <br /> agencies. <br /> Direct and be part of interdepartmental teams working on strategic planning efforts, including the city's interests <br /> in siting of light rail stations (Sound Transit) and bus rapid transit(Community Transit), growth management <br /> planning, housing strategies, community renewal, economic development and historic preservation. <br /> Provide creative leadership and vision for the City of Everett Planning team. Analyze situations accurately and <br /> adopt effective courses of action. Delegate and monitor tasks and projects consistent with established <br /> departmental goals and objectives. <br /> Oversee the responsibilities of the Planning Commission, the Historical Commission, or other commissions or <br /> committees as assigned. Provide land use and zoning information to the Commissions for its input, review, and <br /> decision making. <br /> Coordinate land use and planning activities with the City Attorney's Office including projects, comprehensive <br /> plan changes and zoning code revisions. <br /> Direct the establishment and maintenance of effective departmental work policies and procedures consistent <br /> with city policies relating to personnel, contracting, budgeting, accounting, and other administrative matters. <br /> Develop a competent, well trained, properly structured and motivated staff capable of achieving departmental <br /> goals and commitments. Establish and communicate performance standards and provide staff with timely <br /> feedback, coaching and technical information to ensure a knowledgeable and skilled staff. <br /> Oversee the preparation and administration of departmental budgets; present annual budget estimates and <br /> work programs; monitor and approve expenditures; approve consultant and contractor payments in accordance <br /> with contract guidelines; review financial and performance data; present departmental, division and program <br /> expenditure requests; seek and secure financial resources. <br /> Present proposed programs and projects to community groups and public meetings; make presentations <br /> to the City Council as necessary; represent the city on committees and boards relating to local regional <br /> and/or state issues. Work in cooperative effort with city, state and federal agencies regarding various <br /> policies that affect the Planning Department as well as the city overall. <br /> Provide technical expertise and respond to and answer questions; resolve conflicts; develop and revise <br /> departmental policies and procedures, ordinances and other materials relating to planning, land use, <br /> environmental and community development services, activities and programs. <br /> Direct the maintenance of departmental records, files and documentation; oversee and participate in the <br /> preparation of reports including program and/or project status, strategic and long range planning reports and <br /> studies, budget/funding status, etc. <br /> Review and approve various studies, reports, grant applications and recommendations. Analyze current <br /> community, state and/or federal issues and provide leadership direction and develop coordinated solutions. <br /> Communicate with other directors, managers, city officials and others regarding policy issues and matters of <br /> mutual concern. <br />
