South Everett Forest Preserve, Final Master Plan PAR/CS AND <br /> September, 2015 RECREATION <br /> Master Planning Process <br /> The master planning process customarily encompasses five tasks. The purpose of this master plan report <br /> is to summarize the process and results of each of these tasks and to make final recommendations for <br /> the future development of the South Everett Forest Preserve. The tasks are as follows: <br /> I. Inventory and Analysis <br /> 2. Programming <br /> 3. Alternatives Evaluation <br /> 4. Preliminary Master Plan <br /> 5. Final Master Plan <br /> Throughout the planning process a series of meetings and presentations are conducted to gain input <br /> from the general public, city staff, the Board of Park Commissioners and City Council. Input from these <br /> meetings and pertinent discussions are incorporated into the final master plan. Meeting notes, <br /> correspondence, and more detailed information about the master planning tasks are included in the <br /> appendices of this document. <br /> The city considers public involvement to be critical to the success of the master planning process. City <br /> staff actively sought out thoughts and input from people with a stake in the South Everett Forest <br /> Preserve. The city devoted significant effort towards public outreach including: completion of NEPA <br /> public notice, public workshops and meetings, verbal and written correspondence, and project <br /> information posted on the city web site. <br /> The master plan maximizes incorporation of design elements that conform to the city's crime <br /> prevention and sustainability goals. Design and materials choices respond to the conclusions of the Life <br /> Cycle Cost Analysis completed for this project. Goals and strategies for achieving sustainability, crime <br /> prevention and cost control are further explained in the "Vision and Goals" section of this report. <br /> Estimated construction costs will be in included with final construction plans, specifications, and <br /> estimates when finalized. The plan proposes upgrades to the site and addresses the most pressing <br /> community and neighborhood needs with provisions for a community kiosk, benches, accessible and <br /> soft-surface pedestrian pathways throughout the site, and a wetland boardwalk crossing. All areas of the <br /> park are designed for year-round use in contrast to the current condition, which is challenging for most <br /> of the year due to muddy conditions and lack of adequate pedestrian pathways. <br /> Vision and Goals <br /> The vision and goals for the park established by the city and design team act as a guide for the master <br /> plan design effort. The Everett Parks and Recreation Strategic Master Plan establishes the following <br /> vision for all Everett parks: <br /> "Our vision is to be viewed as a best-in-class Parks and Recreation provider that is centered on meeting <br /> the community values that support Everett citizens'and visitors'needs and desires for cost effective and <br /> accessible parks, recreation facilities and programs for people of all ages." <br /> General City Park Goals <br /> The Everett Parks and Recreation Strategic Master Plan defines the following goals for all of its park and <br /> recreation facilities: <br /> • `Achieve park and recreation facility standards recommended in (this) strategic master plan while <br /> providing the existing parks and recreation facilities that will extend their useful asset life and provide a <br /> quality image of our neighborhoods and the community as a whole." <br /> • `Achieve parks and recreation facilities that create strong citizen ownership of neighborhood and <br /> Page 6 <br />
