Wetland Delineation Report June, 2015 <br /> South Everett Forest Preserve ©2015 Perteet Inc. <br /> Chapter I. Proposed Project <br /> 1.1 Introduction <br /> The City of Everett Parks and Recreation Department (Everett Parks) proposes to create pedestrian <br /> trails on an undeveloped lot as replacement for the conversion of Thornton A. Sullivan Park to a <br /> municipal fire station. The creation of passive recreation facilities at this undeveloped lot (South Everett <br /> Forest Preserve) will compensate for those uses previously provided at Sullivan Park (conversion site). <br /> This mitigation is required because Sullivan Park has grant-protected status and is protected by Section <br /> 6(f)(3) of the Land and Water Conservation Fund Act (LWCF). This federal grant stipulates that <br /> conversion of parkland to non-recreation uses requires adequate replacement of the displaced area and <br /> uses, and preparation of an Environmental Assessment pursuant to the National Environmental Policy <br /> Act (NEPA). The National Park Service is the federal agency responsible for compliance with the LWCF <br /> Act and NEPA reporting requirements. <br /> Past environmental studies have been conducted at both the South Everett Forest Preserve and Sullivan <br /> Park site (Watershed Company 2012 and Jay Group 2007). This includes previous wetland delineations <br /> at the South Everett Forest Preserve in 2003 and 2007. These delineations identified a Category I <br /> wetland and unnamed tributary of North Creek on the South Everett Forest Preserve that extends off- <br /> site to the north. Because the previous delineation in 2007 is more than five years old, the wetland <br /> boundary on the South Everett Forest Preserve was re-delineated by Perteet biologists, as described in <br /> this report. <br /> 1.2 Project Location <br /> The South Everett Forest Preserve is located northwest of Silver Lake in Everett, Snohomish County, <br /> Washington (Figure 1). This 3.57-acre property is located between I-5 to the east and 77th Avenue SE <br /> to the west. The project site is an undeveloped lot owned by the City of Everett. The Snohomish <br /> County parcel identification number is 28051900400900. The Public Land Survey System location of the <br /> project area is Section 19, Township 28N, Range 05E, W.M. <br /> 1.3 Landscape Setting <br /> The South Everett Forest Preserve lies within the greater Lake Washington drainage basin and <br /> specifically within the North Creek subbasin. Elevations within the immediate project area are relatively <br /> flat and are approximately 477 feet above sea level. A tributary of North Creek (Silver Lake Creek) <br /> flows from north to south through the South Everett Forest Preserve property from a large off-site <br /> wetland complex (Watershed Company 2012 and Jay Group 2007). Silver Lake Creek exits the South <br /> Everett Forest Preserve property via a culvert beneath a driveway to the Snohomish County District 1 <br /> Public Utility Facility. <br /> The project area contains a mixture of single-family residential neighborhoods and transportation <br /> corridors. The western edge of the site is bordered by residential areas, while the eastern edge is <br /> bordered by the Interurban Trail and Interstate 5 (1-5). The southern edge abuts an electrical substation <br /> operated by Snohomish County District I Public Utility and the northern edge consists of an <br /> undeveloped forested lot. <br /> The South Everett Forest Preserve is a rectangular shaped 3.57 acre parcel with hummocky ground that <br /> slopes gradually to the east. There are numerous informal trails crisscrossing the site that are used by <br /> the adjacent neighbors. The South Everett Forest Preserve is zoned Public Park Zone (P). <br /> Page 4 <br />
