Wetland Delineation Report June, 2015
South Everett Forest Preserve ©2015 Perteet Inc.
1.4 Project Description and Purpose
The South Everett Forest Preserve consists of an undeveloped lot, which is owned by Everett Parks. A
pedestrian path (Interurban Trail) oriented north to south is located on the eastern edge of the South
Everett Forest Preserve property. This pedestrian path is used for bicycling, walking, and jogging. There
are informal trails on the South Everett Forest Preserve that are used by local residents to gain access
to the Interurban Trail from adjacent neighborhoods. The purpose of this project is to provide a trail
system that improves access to the Interurban Trail from adjacent neighborhoods.
1.5 Report Objectives
Perteet Inc. has prepared this report for use by Everett Parks to coordinate with local, state and federal
agencies. The results and conclusions of this report represent the professional opinion of Perteet Inc.
This report has been prepared to provide a characterization of sensitive areas on the South Everett
Forest Preserve. This includes delineating a wetland associated with Silver Lake Creek. This report is
intended to provide a summary of the general locations and characterization of the wetland and stream
in the project area, to describe the proposed project and impacts, and to describe proposed mitigation.
Final determination of jurisdictional wetland boundaries pertinent to Section 404 of the Clean Water
Act is the responsibility of the Seattle District of the U.S. Army Corps of Engineers. Various agencies of
the State of Washington and local jurisdictions may also require review of final site development plans
that could potentially affect zoning, buffer requirements, water quality, and/or habitat functions of lands
in question. Thus, the findings and plans contained in this report should be reviewed by all appropriate
regulatory agencies prior to initiating any construction activities.
Chapter 2. Resource Information Reviewed
2.1 National Wetland Inventory
The National Wetland Inventory (NWI) map does not illustrate any wetlands on the subject property
(USFWS 2014).
2.2 NRCS Soils Maps
Soils mapped by the US Department of Agriculture, Natural Resource Conservation Service (USDA,
NRCS) indicate the property is covered with Alderwood-Urban land complex on 2-8% slopes (NRCS
2014). This soil type is comprised of 60%Alderwood gravelly sandy loam and 25% urban land, neither
of which is considered a hydric soil.
2.3 City of Everett Critical Areas Map
The City of Everett critical areas map indicates that Silver Lake Creek is a Type NS water body (City of
Everett 2014a). According to the City of Everett Municipal Code (Chapter 37.160), Type NS waters are
non- salmonid, seasonal streams (City of Everett 20I4b). A large wetland complex is shown extending
north from the South Everett Forest Preserve property to past Bruskrud Road.
2.4 Stream Net and SalmonScape Databases
StreamNet is a fish distribution database maintained by the Pacific States Marine Fisheries Commission
as a regional clearinghouse for fish data (StreamNet 2014). The on-site stream is not illustrated on the
Page 6
