The Watershed Companyâ– EAIBlumen
June 2012
B), "sirens and horns from fire vehicles could occur at any time of day and the
frequency would depend on the number of response calls for the station." While
the use of sirens/horns added to the noise levels on the site, significant noise
impacts were not identified in the SEPA Checklist and no noise mitigation
measures were provided. The level of noise generated on the Conversion Site
was generally similar to or less than that of surrounding uses in the area (I-5,
112th Street SE and commercial uses to the north),and these noise levels do not
significantly impact recreation uses and activities at Sullivan Park.
No new noise sources are anticipated on the Conversion Site as part of the
Proposed Action, and existing noise sources (fire station operations and
vehicular traffic) and associated noise levels are expected to continue.
4.4.2 Replacement Site
Existing Noise Conditions
The Replacement Site does not presently contain any noise sources other than
noise associated with informal pedestrian and bicycle activity. The predominant
source of noise surrounding the Replacement Site is from vehicular traffic on
area roadways, particularly I-5 and 112th Street SE. Pedestrian and bicycle
activity on the Interurban Trail and through the residential neighborhood to the
west also contribute to noise in the area;however, this level of noise is minor
relative to the ambient roadway noise.
Environmental Consequences
Temporary noise from construction activities for the proposed park facilities
would be that associated with construction equipment operations and vehicles
traveling to and from the site. These sources would result in short-term
temporary noise impacts on the site and surrounding area. However, due to the
limited nature of development that would occur on the Replacement Site,
construction noise would be minimal. In addition, construction activities would
comply with all applicable construction regulation, including construction noise
regulations, and no significant noise impacts are anticipated.
Operation of the proposed park would generate noise associated with pedestrian
and park activities. However, these noise levels would likely be lower than the
ambient noise levels associated with I-5 and 112th Street SE and would appear as
continuation of noise in the area.In addition, existing trees on the site would be
retained which would continue to provide a buffer between I-5 and residential
uses to the west. Significant noise impacts would not be anticipated.
4.4.3 Mitigation Measures
The following measure would be implemented to minimize potential air quality
impacts from the Proposed Action.
Page 21
