The Watershed Company• EAIBlumen
June 2012
4.5.2 Replacement Site
Existing Conditions
The Replacement Site is an undeveloped area of forest and other vegetated areas.
No hazardous materials or wastes are anticipated to be located the site. A review
of the Ecology Cleanup Site Database was conducted as part of this analysis to
determine whether any hazardous materials/wastes sites have been identified in
the vicinity of the Replacement Site and no known cleanup sites are located in
the vicinity of the site. Three cleanup sites were identified approximately 0.50
miles to the east and southeast of the Replacement Site. The closest site is located
approximately 0.45 mile east of the site (AA Rentals site located near 119th
Avenue SE and 110th Street SE). The electrical substation to the immediate south
of the site is not identified as a hazardous materials site.
Environmental Consequences
As described above, the Replacement Site contains no known hazardous
materials/wastes and no hazardous materials/waste cleanup sites are located on
or in the vicinity of the site. Therefore,no hazardous materials/wastes impacts
area anticipated as part of the Proposed Action.
4.5.3 Mitigation Measures
The Proposed Action would not result in any impacts associated with hazardous
materials/wastes, and thus mitigation measures are not necessary.
4.6 Topography and Soils
The elevation on the Replacement Site ranges from 477 to 480 feet AMSL (above
mean sea level), and the Conversion Site ranges from 475 to 481 feet AMSL
(GoogleEarth). Both sites are generally flat, although the replacement site slopes
downhill slightly to the east and south, consistent with the locations of wetlands
and the north-south running ditch along the east property line.
The Conversion Site and the Replacement Site are classified by USDA's Soil
Survey of Snohomish County Area, Washington (USDA 2012) as Alderwood-Urban
land complex,2 to 8 percent slopes. This complex is a mix of soil types with
varied characteristics, but are all formed over glacial till.
Specific geotechnical investigations would be completed by the City if needed
for the very limited development anticipated on the Replacement Site. The City
conducted the necessary geotechnical studies prior to the fire station and road
development on the Conversion Site, and constructed the facilities consistent
with those studies and any design recommendations.
Page 23
