EXHIBIT A <br /> SCOPE OF WORK <br /> Exhibit A <br /> Scope of Services <br /> City of Everett <br /> Discharge Water Quality/Planning Assistance On-call <br /> Purpose <br /> The purpose of this effort is to support the City of Everett(City) in the NPDES permit <br /> renewal process with the Department of Ecology for both Everett's individual NPDES permit <br /> expected in 2021, and the draft and final versions of the Puget Sound Nutrient General <br /> Permit. <br /> Potential On-Call Services <br /> Scope of services will be provided on an as needed basis Services may include, but would not be <br /> limited to the following: <br /> Permitting Support and Strategy. <br /> Provide assistance to the City for their work with Ecology on the Puget Sound Nutrient General <br /> Permit and collective work with other agencies.Assistance includes advising the City on defining <br /> optimization for nutrient treatment, efforts with the Puget Sound Clean Water Alliance, scoping and <br /> work for the Puget Sound Institute, sampling for PBDE and other permit renewal and plant <br /> compliance issues during the term of the contract. <br /> Review draft permit application. <br /> Review the current permit application that was submitted to Ecology in April of 2020, and <br /> other plant monitoring and process data as appropriate. <br /> Reasonable Potential Analysis. <br /> Preview the Ecology Permit Writer's renewal process for the City of conducting a Reasonable <br /> Potential Analysis (RPA) using the data the City submitted in the April 2020 permit renewal <br /> package. Identify the parameters with reasonable potential for exceedance, if any, and examine <br /> the data that will be used in the analysis. The goal is to highlight whether the data submitted to <br /> Ecology triggers new or modified effluent limits, such as ammonia,metals, organics,human <br /> health toxics, etc. Review data for inconsistencies to verify they are representative of current <br /> City's conditions. Revise the data submittal to Ecology as necessary to eliminate non- <br /> representative data. <br /> Prepare Draft Sampling Plan <br /> It may be advantageous to the City to collect additional water quality samples from Port Gardner <br /> Bay,the Snohomish River and/or plant effluent. Review of the draft permit application for <br /> potential future limits will inform the need for the water quality monitoring data and whether the <br /> April 2020 data accurately represents the City's discharge. Prepare a draft water quality sampling <br /> plan for City review, which may include various graphics or a map. <br /> Page 12 <br /> HDR 2019 <br />
