Rucker Avenue is a 2- <br /> lane roadway with 25 feet of pavement. The volume of traffic to the site from Rucker Avenue <br /> turning into the site is unlikely to warrant any left-turn storage needs. <br /> To ensure there is adequate sight distance at both accesses, GTC recommends that street parking <br /> either side of the entrance onto Colby Avenue be restricted for 40 feet either side of the access and <br /> foliage limiting sight distance within the sight distance triangles be removed. There is also one <br /> section of the frontage along Rucker Avenue that is not fully improved and the City of Everett will <br /> determine the extent of improvements required along this portion of the frontage. <br /> All intersections surrounding the development block are two-way stop-controlled intersections, <br /> with no existing crosswalks. The only intersection to be affected by more than 50 PM Peak-Hour <br /> trips is the site access/48th Street at Colby Avenue. <br /> 8. TRAFFIC MITIGATION FEES <br /> The City of Everett traffic mitigation fee is $2,400.00 per PM peak-hour trip. The development is <br /> anticipated to generate 81 new PM peak-hour trips,resulting in traffic mitigation fees of$194,400. <br /> 9. CONCLUSIONS <br /> The YMCA Recreational Community Center development will replace the existing use on-site. <br /> The proposed YMCA development will generate 1,096 new daily trips and 81 new PM peak-hour <br /> trips. The development is proposed to have access to Colby Avenue and Rucker Avenue in <br /> approximately the same location as the existing driveways. Both site accesses are anticipated to <br /> operate at acceptable levels of service.
