Descriptive Headings <br />The headings and titles of the Sections and subsections of this Franchise are for reference purposes <br />only, and shall not affect the meaning or interpretation of the text herein. <br />13.3. Costs and Expenses to be Borne by Grantee <br />Grantee shall reimburse the City for all costs and expenses of preparation and publication of this <br />Franchise and any Ordinance related hereto. <br />13.4. Binding Effect <br />This Franchise shall be binding upon the parties hereto, their permitted successors and assigns <br />13.5. Authority to Amend <br />This Franchise may be amended at any time by written agreement between the parties. <br />13.6. No Joint Venture <br />Nothing herein shall be deemed to create a joint venture or principal -agent relationship between the <br />parties, and neither party is authorized to, nor shall either party act toward third Persons or the public <br />m any manner that would indicate any such relationship with the other <br />13.7. Waiver <br />The failure of a party at any time to require performance of any provision hereof shall in no way affect <br />the right of such Party thereafter to enforce the same.
