Federal law allows cities to negotiate the terms of franchises, but <br />does not allow cities to refuse to authorize a franchise. Authorization of the franchise <br />will provide additional competitive telecommunication services in Everett. Level 3 <br />Communications, LLC, the City Attorney's Office and Permit Services negotiated the <br />proposed franchise.
