• <br /> January 13, 2021 <br /> Council Member Roberts thanked County Councilmember Megan Dunn, Mayor <br /> Franklin, Deputy Mayor Harper, Paul McKee and other public works staff, as well <br /> as Forterra. He noted this grant will allow completion of some of the work that is <br /> essential to evaluation of the property. <br /> Council Member Tuohy thanked neighborhood citizens who brought this to the <br /> attention of the Council when the property was proposed as surplus. <br /> Council Member Bader asked if the study also considers the City's obligation to <br /> the Growth Management Act to accommodate a certain level of growth. <br /> Council Member Murphy expressed concern that the City cannot take surplus <br /> property that is owned by the Utility Fund without making the Utility Fund whole <br /> as a fiduciary responsibility to rate payers. <br /> Deputy Mayor Harper presented information regarding the Wood Creek property <br /> area,which was originally designated as a water supply for Everett and belongs to <br /> • the City Utility Division. He noted the property has not been used for its intended <br /> purpose for approximately 100 years, and therefore was placed on the surplus list <br /> until concern was expressed by neighbors and habitat advocates. He stated the <br /> study will involve Forterra (Cascade Land Conservancy) and look at geotechnical <br /> and environmental issues with the property. <br /> Roll was called with all council members voting yes. <br /> Motion carried. <br /> BID CALL AND CONTRACT AWARD — 2021 BIOSOLIDS AND BACKWASH SOLIDS <br /> REMOVAL PROJECT <br /> Moved by Council Member Bader,seconded by Council Member Moore,to ratify <br /> prior Call for Bids and award contract for the 2021 Biosolids and Backwash Solids <br /> Removal Project to Merrell Bros Inc. in the amount of $1,038,792.30 including <br /> Washington State sales tax. <br /> • <br /> 9 <br />
