Exhibit "A" <br /> Scope of Services, Time of Performance, Budget, <br /> Payment, Notices, and Representatives <br /> I. Scope of Service <br /> A. Activities/Project Description <br /> The Subrecipient will be responsible for administering the Rental Assistance & Staffing program in a <br /> manner satisfactory to the City and consistent with any standards required as a condition of <br /> providing these funds. Such program will include the following activities eligible under the Community <br /> Development Block Grant Program: <br /> Program Delivery <br /> Activity: <br /> The Rental Assistance & Staffing will serve 60 Households by providing emergency rental <br /> assistance for households negatively affected by the Covid-19 pandemic. <br /> General Administration <br /> [Description of general administrative services to be performed in support of activities noted above] <br /> Housing Hope and Refugee and Immigrant Services Northwest will utilize City of Everett CARES <br /> funding to provide emergency rental assistance for low-income families who have been negatively <br /> impacted by the Covid-19 pandemic and consequently are unable to pay their rent. Each household <br /> served will have an income below 80% of Area Median Income as defined by HUD. <br /> Housing Hope and Refugee and Immigrant Services Northwest define a unit of service as one month <br /> of rental assistance. If a household owes multiple months of rental payments, City of Everett funding <br /> will provide no more than three months of rental assistance and the household's rental record will <br /> clearly reflect which months the household received this assistance. <br /> B. National Objectives <br /> The Subrecipient certifies that the activities carried out with funds provided under this Agreement will <br /> meet the following CDBG National Objective, as identified by the City of Everett for priority in the <br /> 2019 Program Year, "Benefit low/moderate income persons" - as defined in 24 CFR Part 570.208. <br /> Appropriate Subcategory and Matrix Code under the National Objective: Limited Clientele <br /> 05Q: Subsistence Payments 24 CFR 570.207(b)(4) or 42 USC 5305(a)(8) + 24 CFR <br /> 570.482(c)(2) - One-time or short-term (no more than three months) emergency payments on <br /> behalf of individuals or families, generally for the purpose of preventing homelessness. <br /> Description of how the project will meet this subcategory: This project meets this subcategory by <br /> providing short-term emergency rental assistance for households who are low-income and <br />
