Exhibit "A" Scope of Services, Time of Performance, Budget, Payment, Notices, and Representatives I. Scope of Service A. Activities/Project Description The Subrecipient will be responsible for administering the Rental Assistance & Staffing program in a manner satisfactory to the City and consistent with any standards required as a condition of providing these funds. Such program will include the following activities eligible under the Community Development Block Grant Program: Program Delivery Activity: The Rental Assistance & Staffing will serve 60 Households by providing emergency rental assistance for households negatively affected by the Covid-19 pandemic. General Administration [Description of general administrative services to be performed in support of activities noted above] Housing Hope and Refugee and Immigrant Services Northwest will utilize City of Everett CARES funding to provide emergency rental assistance for low-income families who have been negatively impacted by the Covid-19 pandemic and consequently are unable to pay their rent. Each household served will have an income below 80% of Area Median Income as defined by HUD. Housing Hope and Refugee and Immigrant Services Northwest define a unit of service as one month of rental assistance. If a household owes multiple months of rental payments, City of Everett funding will provide no more than three months of rental assistance and the household's rental record will clearly reflect which months the household received this assistance. B. National Objectives The Subrecipient certifies that the activities carried out with funds provided under this Agreement will meet the following CDBG National Objective, as identified by the City of Everett for priority in the 2019 Program Year, "Benefit low/moderate income persons" - as defined in 24 CFR Part 570.208. Appropriate Subcategory and Matrix Code under the National Objective: Limited Clientele 05Q: Subsistence Payments 24 CFR 570.207(b)(4) or 42 USC 5305(a)(8) + 24 CFR 570.482(c)(2) - One-time or short-term (no more than three months) emergency payments on behalf of individuals or families, generally for the purpose of preventing homelessness.
