Purpose. To establish emergency interoperability and mutual aid communications on local <br /> government frequencies on a scheduled and unscheduled basis between Commander,Navy <br /> Region Northwest(COMNAVREG NW),for the benefit of F&ES(Fire & Emergency <br /> Services) located at Naval Station Everett(NSE), and the City of Everett Fire Department. <br /> 2. Background. <br /> The Code of Federal Regulations,Title 47,Telecommunications,Part 90,regulates land <br /> mobile radio frequency usage by non-federal organizations. Parts 7.12 and 8.33 of the National <br /> Telecommunications and Information and Administration Manual of Regulations and Procedures <br /> for Federal Radio Frequency Management(NITA Manual)require a mutually approved <br /> arrangement for a Federal Government radio station to use any frequency authorized for use by a <br /> local Government radio station. F&ES and the City of Everett Fire Department(the cooperator) <br /> both operate on frequencies authorized solely for cooperator use for county-wide public safety <br /> operations and emergency services communications;these communications are essential for <br /> emergency interoperability and mutual aid. <br />
