You are correct that the code does not explicitly provide <br /> direction. We are requiring the second sign to improve visibility of the exits,which is the general requirement in the <br /> code. In practice,the "low" sign is the typical sign located right above the door. The "high" sign is a second sign located <br /> directly above the door at a higher elevation, typically at a height similar to the aisle signs located throughout the <br /> building (e.g., 20 feet+/-above FF). See the photo below for an example. <br />
