CITY OF EVERETT <br /> EVERETT Community, Planning & Economic Development Department <br /> WASHINGTON Planning Division <br /> SPECIAL PROPERTY USE ADMINISTRATIVE DECISION <br /> Project File Number: SPU19-001 <br /> Applicant: St. Mary Magdalen Parish <br /> Site Location: 8615 7th Avenue SE, Everett,WA 98208 <br /> Tax Parcel#: 28051800207800 <br /> Zoning: R-1/Single Family Detached Low Density <br /> SEPA Determination: Categorically Exempt <br /> Staff Contact: Grace Pollard/gpollardPeverettwa.gov/425.257.8731 <br /> Project Description:The proposed action is the addition and remodel to the existing St. Mary Magdalen <br /> church.An addition of approximately 5,100 square feet is proposed to expand the congregation seating <br /> area and lobby.After construction the approximate 13,823 square foot church will have a total pew seat <br /> count of 843, per zoning code standards a minimum of 169 parking stalls are required for the church, <br /> 214 stalls are provided. <br /> Everett Municipal Code(EMC) 19.41.150 grants the planning director authority to approve a minor <br /> expansion of an existing special property use to be reviewed using Review Process II procedures as <br /> described in EMC Title 15, Local Project Review Procedures.A 14-day public comment period for the <br /> proposal was completed; no written comments were received during the public comment period. <br /> Decision:The City of Everett Planning Director APPROVES the Special Property Use for the minor church <br /> expansion for St. Mary Magdalen Parish.The Planning Director considered the following criteria in <br /> evaluating and approving this proposal: <br /> Special Property Use General Evaluation Criteria(EMC 19.41.150.C): <br /> 1. The need of the neighborhood, district or city for a proposed special property use. <br /> 2. The adequacy of streets, utilities and public services required to serve a proposed use. <br /> 3. The impact of traffic generated by the proposed use on the surrounding area, pedestrian <br /> circulation and public safety; and the ability of the proponent to mitigate such potential impacts. <br /> 4. The provision of adequate off-street parking,on-site circulation,and site access. <br /> 5. Compatibility of proposed structures and improvements with surrounding properties, including <br /> the size, height, location,setback and arrangements of all proposed buildings and facilities, <br /> especially as they relate to light and shadow impacts on more sensitive land uses and less intensive <br /> zones. <br /> 6. The number,size and location of signs,especially as they relate to more sensitive land uses. <br /> 7.
