2. PERIOD OF PERFORMANCE <br /> The period of performance of this Agreement shall commence upon the date of <br /> execution by both Parties, but not earlier than October 1, 2020, and remain in effect <br /> until September 30, 2021, unless terminated sooner, as provided herein. <br /> 3. STATEMENT OF WORK <br /> SCOPE OF WORK: <br /> 3.1. GOAL: To increase pedestrian safety throughout Region 10 by providing effective <br /> and coordinated pedestrian safety enforcement and community outreach activities. <br /> 3.2. STRATEGY: <br /> The Region 10 Traffic Safety Task Force will use DOT crash data to determine <br /> education and enforcement needs in high concentration areas. Additional data may be <br /> gleaned from dispatch records along with anecdotal information from local departments <br /> of known problem areas. <br /> Education: The education component in most projects will be 2 pronged, depending on <br /> project locations and demographics. The first prong will be officers or deputies will work <br /> overtime in the project area contacting pedestrians, handing out fliers, speaking directly <br /> with folks. This can include bus stops, apartment complexes, schools etc. Other <br /> partners such as police volunteers, the Target Zero Manager, fire department <br /> volunteers may also be utilized for this component to supplement officer efforts, or if <br /> staffing prevents commissioned officers from completing this component. The second <br /> prong would be educational stops by officers and deputies on unsafe drivers and <br /> pedestrians. Additionally, the Target Zero Manager will coordinate with other <br /> educational efforts (including but not limited to) speaking engagements, working with <br /> schools, coordinating with school resource officers, interacting with media, conducting <br /> media interviews, social media support etc. <br /> Enforcement: Enforcement will be secondary to education and community outreach <br /> efforts in the FFY 2021 project year. <br /> 3.3. OBJECTIVES: <br /> The SUB-RECIPIENT will: <br /> o Submit project proposals to the Target Zero Manager, Stacey McShane for approval <br /> and then carry out the required tasks as described in the Region 10 Traffic Safety <br /> 2 <br />
