The fiscal impact, if any, is positive. Project summary statement: The City of Everett and Community Transit agreed to the Swift Interlocal Agreement in December 2007. Subsequently, a Letter of Understanding regarding shared paratransit responsibilities was established in December 2009, at the advent of Swift operations in the city. In March 2019 Community Transit introduced the Swift Green line which created a new paratransit boundary for Community Transit, some of which is within the City of Everett. This Letter of Understanding clarifies that boundary and the joint responsibility for service. The attached map along with this LOU will serve as the official instructions for each agency's paratransit schedulers when planning trips in the affected zones. Recommendation (exact action requested of Council): Authorize the Mayor to sign the Everett Transit/Community Transit Paratransit Service Letter of Understanding.
