I <br /> Proposed Everett Hotel Property Environmental Site Characterization and <br /> Everett, Washington Remediation Recommendations <br /> I. SITE CHARACTERIZATION <br /> 1.0 PROJECT BACKGROUND/SITE DESCRIPTION <br /> The following report presents the results of environmental site characterization and provides <br /> recommendations for remediation for the subject property. Other reports previously prepared <br /> for this project are referenced in Section 2.3. This report does not duplicate the previous <br /> reports in their entirety, but provides an overview of the previous subsurface characterization <br /> work conducted for the site. <br /> 1.1 Location <br /> The subject property is located at the southeast corner of the intersection of ColbyAvenue and <br /> P P Y <br /> Wall Street in Everett, Washington (Figure 1). As depicted on the "Site and Exploration <br /> Plan," Figure 2, the site is rectangular in shape and encompasses an area of approximately <br /> 20,000 square feet. The site currently consists of an asphalt paved parking lot owned by the <br /> City of Everett. With the exception of some small planter areas along the west side and at the <br /> northeast corner of the property, the entire site is asphalt-paved. <br /> The property is bordered to the south by an office building (The Culmback Building, 3013 <br /> Colby Avenue), to the west by Colby Avenue, to the north by Wall Street, and to the east by <br /> an alley, beyond which is a building occupied by the Everett Police Department. <br /> The subject property was formerly occupied by the Allen Buick building, which was reportedly <br /> demolished in 1975. It is our understanding that redevelopment of the site as a hotel has been <br /> recently proposed. <br /> 1.2 Topography <br /> The topography of the site is relatively flat; however, its surface lies approximately 7 to 14 feet <br /> below Colby Avenue and Wall Street, which border the site to the west and north, <br /> respectively. Grade separation between these streets and the subject site is provided by <br /> retaining walls. As previously discussed, an alley borders the site to the east. At its north end <br /> (adjacent to Wall Street), the alley lies approximately 7 feet above the level of the parking lot. <br /> The alley gradually slopes down toward the south, becoming even with the ground surface of <br /> the parking lot approximately 40 to 50 feet south of Wall Street.
