ATTACHMENT D <br /> DESCRIPTION OF PROJECT& ESTIMATION OF COSTS <br /> EVERETT 1YAtHIHCtON PARKS & COMMUNITY SERVICES <br /> Project Summary <br /> Project Name: Lowell Riverfront Trail Off-leash Dog Park <br /> Introduction <br /> The Everett Parks Strategic Master Plan in 2006 and update in 2013 identified off-leash dog <br /> areas as one of the priorities for future development. Everett Park's system has three off-leash <br /> dog parks, these are located at Howarth Park, Loganberry Lane and Lowell Park. <br /> Lowell Neighborhood meetings were held in April and May of 2019 to discuss the existing park <br /> amenities and the possible relocation of the off-leash dog park. The off-leash dog area at Lowell <br /> Park is 0.33 acres, located in the northern part of the park and slopes downwards to the south <br /> towards the tennis court. However due to its small size, slope of the area and heavy use the <br /> area is subject to significant erosion and requires frequent maintenance. <br /> Dog parks are typically greater than 0.5 acres. This project will construct a larger off-leash area <br /> that will serve the Lowell neighborhood, Riverfront Development and visitors to Rotary and <br /> Riverfront Trail Parks. The proposed area is approximately 0.86 acres, relatively flat and <br /> adjacent to an existing large gravel parking area. <br /> The project area is located north of the Riverfront Trail parking area in between the BNSF Rail <br /> line and the Riverfront Trail adjacent to the Snohomish River. See Drawing L1.0. <br /> Scope of Work, Schedule and Cost <br /> 1) Permitting -The Parks department has initiated scoping discussions and permit <br /> requirement with the City of Everett's Planning Department. Shoreline Substantial <br /> Development Application and JARPA are being prepared and will be submitted to the <br /> Everett Planning Department in September 2019. <br /> 2) Design -The off-leash area will be enclosed with approximately 1,000 linear feet of 5- <br /> foot high, rail fence with a hog wire fabric. The area will have two entrances with double <br /> gates built on concrete pads. The area within the fence will be tilled and seeded with <br /> low native grasses. A dog fountain and a dog wash area will be installed. <br /> Construction drawings, specifications and bid documents will be developed in-house <br /> during the Fall—Winter 2019/2020.
