The intent is to
address present and future Puget Sound water quality issues through a collaborative
approach that will identify, coordinate and fund mutually beneficial projects, activities
and scientific investigation that assess the health of the Puget Sound ecosystem and the
impacts of various factors on water quality. Initially the agreement provides for funding
to the University of Washington's Puget Sound Institute to model the impacts of
discharges from Tacoma's and Everett's treatment plants and the impacts to dissolved
oxygen and nutrient levels in Puget Sound. The agreement also establishes a joint
oversight board to identify and approve mutually beneficial tasks and related
agreements and to carry out the objectives of this agreement.
Recommendation (exact action requested of Council): Authorize the Mayor to sign the
Puget Sound Clean Water Alliance Interlocal Agreement with the City of Tacoma.
