The Senior Director and Director of Operations of the Dispute Resolution Center will direct the administration <br /> of staff and volunteers of the RHMS program.The Senior Director will represent the Agency and Program in <br /> the community,or otherwise designate qualified alternate staff. <br /> The location of the services will be at Volunteers of America offices at 2801 Lombard Ave, Everett,WA <br /> 98201. <br /> B. National Objectives <br /> The Subrecipient certifies that the activities carried out with funds provided under this Agreement will <br /> meet the following CDBG National Objective, as identified by the City of Everett for priority in the <br /> 2020 Program Year, "Benefit low/moderate income persons" - as defined in 24 CFR Part 570.208. <br /> Appropriate subcategory and matrix code under the CDBG National Objectives: <br /> Limited Clientele; 05K, Tenant/Landlord Counseling 24 CFR 570.201(e) or 42 USC 5305(a)(8) <br /> + 24 CFR 570.482(c)(2) <br /> Description of how the project will meet this subcategory: RHMS is designed to address housing <br /> needs and issues of this group through the use of free services. This low/moderate income group <br /> has been consistently served through RHMS since the program's inception. History of the program <br /> has shown 98%service to very low/low/moderate income community.Without offering this free <br /> service these community members would not have received immediate help in resolving housing <br /> disputes. This availability is crucial in working to support landlords in ensuring they are providing <br /> suitable housing as established by the Landlord/Tenant Act. Finally,we have designed our program <br /> to meet a community need with a particular urgency. For a tenant threatened with homelessness we <br /> are able to either provide them with resources immediately and directly or refer them to other <br /> housing related resources in the community and within Volunteers of America. The funding of <br /> RHMS will expand and improve the quantity and quality of community services, principally for <br /> persons of low and moderate income for the citizens of the city of Everett. <br /> C. Performance Monitoring <br /> The City will monitor the performance of the Subrecipient against goals and performance standards <br /> required herein through quarterly reports and site visits. Substandard performance as determined by <br /> the City will constitute non-compliance with this Agreement. If action to correct such substandard <br /> performance is not taken by the Subrecipient within a reasonable period of time, as determined by <br /> the City and after being notified by the City, contract suspension or termination procedures will be <br /> initiated. <br />
