Exhibit "A" <br /> Scope of Services, Time of Performance, Budget, <br /> Payment, Notices, and Representatives <br /> I. Scope of Service <br /> A. Activities/Project Description <br /> The Subrecipient will be responsible for administering the Adult Life Skills program in a manner <br /> satisfactory to the City and consistent with any standards required as a condition of providing these <br /> funds. Such program will include the following activities eligible under the Community Development <br /> Block Grant Program: <br /> Program Delivery <br /> Activity: <br /> The Adult Life Skills will serve 50 Person by providing life skills courses through the College of Hope <br /> program. The College of Hope course schedule is designed to support homeless families to develop <br /> new attitudes, knowledge, skills and assets, preparing them to regain and maintain permanent <br /> housing and move towards self-sufficiency. In addition to families living in shelter and transitional <br /> housing, the College of Hope is open to all low-income adults in Snohomish County as space is <br /> available. College of Hope courses will be offered virtually due to Covid19 and will transition to in <br /> person in Everett at the Ken Schilaty Family Learning Center (5908 Evergreen Way) and the Mt. <br /> Baker View Apartments (Housing Hope facility in North Everett targeted for low-income parents <br /> attending college, located on 15th St. near Sen. HM Jackson Park) once it is safe to do so. Both <br /> facilities offer a quality childcare space for child learning experiences in conjunction with the adult <br /> learning activities. College of Hope offers forty (40) courses, ranging in length from one to three <br /> classes, focused on four life areas: Housing Expertise, Health and Wellness, Economic Well Being, <br /> and Family Life. These courses are provided in conjunction with community partners that provide <br /> course instruction in their area of expertise; Housing Hope provides program development and <br /> oversight, and administrative support. Housing Hope provides a positive learning environment and <br /> incorporates adult education/learning principles into its program design. In addition, College of Hope <br /> provides transportation to and from the education site (primarily available to Housing Hope homeless <br /> housing participants), dinner, and an instructive children's program when courses are provided in <br /> person. Outcomes: While providing a myriad of learning opportunities, College of Hope <br /> emphasizes learning in the following targeted areas: • Family life: 75% of participants in parenting <br /> courses demonstrate an increase in parenting skills and knowledge of strategies for positive <br /> parenting that are developmentally appropriate. • Housing Expertise: 75% of participants in <br /> housing courses will demonstrate an increased understanding of the responsibilities of a tenant and <br /> the responsibilities of a Rental Property Owner (as defined by the Washington State Landlord Tenant <br /> Law) and/or can state the expectations for passing a housing inspection and at least 5 strategies for <br /> organizing and cleaning their home. • Health and Wellness: 75% of participants in health and <br /> wellness courses demonstrate an increase in skills related to health prevention and/or managing <br /> chronic health issues. • Financial Management: 75% of participants in financial literacy courses <br /> construct a monthly budget that they are able to modify as changes occur in their household income <br />
