Filelocal is the online tax and license system that provides a "one stop" <br />option for taxpayers to file taxes and obtain business licenses for all member cities with one <br />payment. <br />At inception, historical transaction counts for each city were used to develop the allocation of <br />Filelocal costs among member cities. Everett, as the smallest city, received the smallest allocation of <br />agency costs allocated. Everett's Fllelocal cost allocation in 2021 is $33,572, which represents <br />approximately 4% of the total. <br />The original intent was to switch to an actual look -back method after transaction activity matured. <br />Due to various internal technical challenges, not all cities have met their individual transaction goals. <br />Because the original allocation forecast has not been realized, Everett's allocation would increase to <br />9% if the agency switched to the look -back method for 2022. <br />This Amendment extends the allocation method used in years 2013 — 2021 to allow additional time <br />for transactions counts to normalize for all member cities. <br />Recommendation (exact action requested of Council): <br />Authorize the Mayor to sign Amendment No. 2 to the Washington Multi -City Business License and <br />Tax Portal Agency Interlocal Agreement <br />
