STANDARD PROCUREMENT POLICY& FEDERAL EMERGENCY CONTRACTING <br /> established by the Department of Labor and Industries, for each trade and occupation employed in the <br /> performance of public work. They are established separately for each county and are reflective of local <br /> wage conditions. [Chapter 39.12 RCW] Federal prevailing wages are established under the Davis-Bacon <br /> Act. <br /> Price Analysis: the process of examining and evaluating a prospective price without evaluating the <br /> separate cost elements and profit of the supplier include in that price.The end result of price analysis is <br /> to ensure fair and reasonable pricing of a product or service. <br /> Procurement Professional: Procurement Division staff with specialized training and experience in <br /> governmental procurement. <br /> Public Work: Defined in RCW 39.04.010 and generally includes all work, construction, alteration, repair, <br /> or improvement other than ordinary maintenance, executed at the cost of the City, or which is by law a <br /> lien or charge on any property therein. <br /> Purchase Order: a purchaser's written document to a supplier formalizing all the terms and conditions <br /> of a proposed transaction, such as a description of the requested items, cost of items being purchased, <br /> delivery schedule, terms of payment, and transportation. <br /> Quote: an informal purchasing process in which pricing information is solicited from several sources. <br /> Recipient: means a non-Federal entity that receives a Federal award directly from a Federal awarding <br /> agency to carry out an activity under a Federal program. [2 C.F.R. § 200.86] <br /> Repair: a rebuild or remanufacture process for which the extent and cost cannot be determined until <br /> the item is disassembled and evaluated. A repair must contain both labor and parts. <br /> Request for Proposal (RFP): the document used to solicit proposals from potential providers for goods <br /> and services. Price is usually not a primary evaluation factor. It provides for the negotiation of all terms, <br /> including price, prior to contract award, and may include a provision for the negotiation of best and final <br /> offers. <br /> Request for Qualifications: a purchasing method, which is issued to obtain statements of qualifications, <br /> usually from Architects and Engineering firms as defined by RCW 39.80,to determine the most qualified. <br /> Request for Quotation: a purchasing method generally used for small orders under a certain dollar <br /> threshold. <br /> Responsible: A business entity or individual who has the integrity and reliability as well as the financial <br /> and technical capacity to perform the requirements of the solicitation and subsequent contract. With <br /> regard to a public works contract, a bidder is determined to be responsible as provided in RCW <br /> 39.04.350. Regarding projects funded by the Federal Transit Administration, prior to contract award, <br /> responsibility will be determined using the "Responsibility Determination Checklist." <br /> Responsive: A bid or proposal that fully conforms in all material respects to the Invitation for Bids <br /> (IFB)/Request for Proposals (RFP) and all of its requirements, including all form and substance. <br /> Services-Personal and Professional: Requires expertise provided by a consultant to accomplish a <br /> specific study, project, task or other work including but not limited to meeting facilitation, public <br /> Page 10 of 57 <br />
