Procurement Policy does not apply to the acquisition, sale, conveyance, or lease of real property <br /> or to the disposition of the City' s personal property. <br /> Section 2. Section 2 of Ordinance 3262-12 is amended as follows,with underlined text added and <br /> strikeout text deleted: <br /> The Purchasing Guidelines Standard Procurement Policy& Federal Emergency Contracting Policy <br /> attached hereto as Exhibit A, amend and supersede Exhibit A of Ordinance No.3262-12.No. <br /> 2458 00, as amended, and the City's PURCHASING AND SURPLUS PROPERTY GUIDELINES,as <br /> amended,and any other policies in conflict herewith, including Policy No.400 00 02 (the City' <br /> s Small Works Roster Policy). <br /> Section 3. Section 3 of Ordinance 3262-12 is amended as follows, with underlined text added and <br /> strikeout text deleted: <br /> The City's Purchasing Procurement Policy shall hereafter be amended as provided in Section 17 <br /> 15 of Exhibit A. <br /> Section 4. Section 1 of Ordinance 840-82 (EMC 2.01.030) is amended as follows, with underlined <br /> text added and strikeout text deleted: <br /> A. The mayor, or designees specifically authorized by the mayor, are authorized to let or enter <br /> contracts not requiring competitive bidding in the following instances: <br /> 1. Purchases of goods or services as necessary to accomplish the functions established <br /> within the appropriations approved by the Everett city council under the current annual <br /> budget, all in accordance with the Procurement Policy adopted by ordinance; <br /> 2. Agreements for professional or special personal services in accordance with the <br /> Procurement Policy adopted by ordinance, including but not limited to,surveying,soils <br /> analysis,core testing, appraisals,financial, or other similar services, as necessary to <br /> accomplish improvements specified in plans and systems ordinances approved by city <br /> council; provided,that city council shall approve all agreements for professional <br /> engineering or architectural services for the design of city improvements; <br /> 3.
