Agreements for professional or special personal services in accordance with the <br /> Procurement Policy adopted by ordinance, including but not limited to,surveying,soils <br /> analysis,core testing, appraisals,financial, or other similar services, as necessary to <br /> accomplish improvements specified in plans and systems ordinances approved by city <br /> council; provided,that city council shall approve all agreements for professional <br /> engineering or architectural services for the design of city improvements; <br /> 3.
