STANDARD PROCUREMENT POLICY & FEDERAL EMERGENCY CONTRACTING <br /> PART A - STANDARD PROCUREMENT POLICY <br /> SECTION 1 - OVERVIEW <br /> 1.1 PURPOSE <br /> This procurement policy is intended to ensure, subject to applicable law, fair and equitable <br /> treatment of all persons involved in public purchasing with the City of Everett (City). The goal is <br /> to establish best practices in procurement to maximize the purchasing value of public funds, and <br /> to provide safeguards for maintaining a procurement system of quality and integrity. When <br /> used properly, this policy will enable the City to obtain needed goods and services efficiently <br /> and economically while supporting a responsive and responsible government. <br /> The understanding and cooperation of all employees is essential for the City to maximize the <br /> value of each taxpayer dollar spent. This policy provides a sound foundation for City <br /> procurement methods. <br /> This policy does not create any enforceable rights or causes of action in third parties and does <br /> not in any way limit the City's ability to procure goods and services in accordance with state and <br /> federal law. <br /> 1.2 GOALS <br /> The City's contracting and purchasing goals are to: <br /> • Provide uniformity and consistency in the City's purchasing practices to meet present and <br /> future needs <br /> • Comply with legal and ethical requirements of public procurement to protect the City's <br /> reputation and preserve the public's trust <br /> • Assure suppliers that impartial and equal treatment is afforded to all who conduct business <br /> with the City <br /> • Provide City departments the required goods and services in a timely manner while <br /> maximizing the value of City resources <br /> • Promote healthy business relationships through informed and fair purchasing practices <br /> while maintaining integrity and transparency <br /> 1.3 APPLICABILITY <br /> Unless otherwise provided state law, City ordinance or other policy,this policy applies to <br /> expenditure of all funds for all City purchases and procurements of goods and services <br /> contained in the budget adopted by the City Council. <br /> This Policy is presented into two parts. <br /> "Part A—Standard Procurement Policy" applies to contracts and procurements awarded in the <br /> course of ordinary business and other contracts that the City does not anticipate will be funded <br /> in whole or in part with federal financial assistance.
