ORDINANCE NO. 3901. AN ORDINANCE declaring an emergency to exist, calling a special election to be held the 6th day of November, 1962, for the purpose of submitting to the qualified electors of Everett, an ordinance providing for the amendment of the City Charter of Everett providing that the powers of government of the city shall be vested in three commissioners and amending the following sections of said City Charter: Article I, Section 4+; Article III, Section 9; Article IV, Section 22, and superseding all other sections in conflict therewith; directing the County Auditor of Snohomish County to conduct a special election in conjunction with the State general election to be held on the 6th day of November, 1962 for the purpose of submitting said proposition to the elect- ors of the City of Everett; declaring an emergency to exist and providing that this ordinance shall take effect upon its passage and publication. NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: That an emergency is hereby declared to exist{ /and a special election is hereby called for the 6th day of Y'� Y"/yl"` 1'IairQmh 'r , 1962 Section 2: That the following proposed amendment of the City Charter of Everett, as set forth in Par. 3 hereof, providing that the powers of government of the City shall be vested in three commissioners,be submitted to the qualified electors of the City of Everett, at a special election, to be held on the 6,1, day of November, 1962 . Section 3: That Article I, Section 4 of the City Charter of the City of Everett be amended to read as follows: "Sec . 4. POWERS - HOW EXERCISED: All powers of the city, unless otherwise provided in this Charter, shall be exercised by, through and under the dir- ection of three commissioners, who shall constitute the council and one of whom shall be the mayor. The commissioners and the council shall be subject to the control and direction of the peoples at all times, by the initiative, referendum and recall provided for in this Charter" . That Article III, Section 9 of the City Charter of the City of Everett be amended to read as follows: "Sec . 9. ORGANIZATION OF COUNCIL, ELECTION OF MAYOR OF THE CITY AND VICE PRESIDENT OF THE COUNCIL: That the Commissioner receiving the highest popular vote, at his election, shall be President of the Council and Mayor of the City. The commissioner receiving the second highest popular vote, at his election, shall be Vice President of the City Council. The President of the Council shall be Mayor of the City. He shall preside at all meetings of the Council, and in his absence or disability the Vice President shall perform the duties as President and Mayor. The Council shall determine its own procedure" . That Article IV, Section 22 of the City Charter of the City of Everett be amended to read as follows:
