ORDINANCE NO. 3901. <br /> AN ORDINANCE declaring an emergency to exist, calling <br /> a special election to be held the 6th day of November, 1962, for <br /> the purpose of submitting to the qualified electors of Everett, <br /> an ordinance providing for the amendment of the City Charter of <br /> Everett providing that the powers of government of the city shall <br /> be vested in three commissioners and amending the following <br /> sections of said City Charter: Article I, Section 4+; Article III, <br /> Section 9; Article IV, Section 22, and superseding all other <br /> sections in conflict therewith; directing the County Auditor of <br /> Snohomish County to conduct a special election in conjunction with <br /> the State general election to be held on the 6th day of November, <br /> 1962 for the purpose of submitting said proposition to the elect- <br /> ors of the City of Everett; declaring an emergency to exist and <br /> providing that this ordinance shall take effect upon its passage <br /> and publication. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: That an emergency is hereby declared to <br /> exist{ /and a special election is hereby called for the 6th day <br /> of Y'� Y"/yl"` 1'IairQmh 'r , 1962 <br /> Section 2: That the following proposed amendment of the <br /> City Charter of Everett, as set forth in Par. 3 hereof, providing <br /> that the powers of government of the City shall be vested in <br /> three commissioners,be submitted to the qualified electors of the <br /> City of Everett, at a special election, to be held on the 6,1, <br /> day of November, 1962 . <br /> Section 3: That Article I, Section 4 of the City <br /> Charter of the City of Everett be amended to read as follows: <br /> "Sec . 4. POWERS - HOW EXERCISED: All powers of the <br /> city, unless otherwise provided in this Charter, <br /> shall be exercised by, through and under the dir- <br /> ection of three commissioners, who shall constitute <br /> the council and one of whom shall be the mayor. <br /> The commissioners and the council shall be subject <br /> to the control and direction of the peoples at all <br /> times, by the initiative, referendum and recall <br /> provided for in this Charter" . <br /> That Article III, Section 9 of the City Charter of the <br /> City of Everett be amended to read as follows: <br /> "Sec . 9. ORGANIZATION OF COUNCIL, ELECTION OF MAYOR <br /> OF THE CITY AND VICE PRESIDENT OF THE COUNCIL: <br /> That the Commissioner receiving the highest popular <br /> vote, at his election, shall be President of the <br /> Council and Mayor of the City. The commissioner <br /> receiving the second highest popular vote, at his <br /> election, shall be Vice President of the City Council. <br /> The President of the Council shall be Mayor of the <br /> City. He shall preside at all meetings of the Council, <br /> and in his absence or disability the Vice President <br /> shall perform the duties as President and Mayor. <br /> The Council shall determine its own procedure" . <br /> That Article IV, Section 22 of the City Charter of the <br /> City of Everett be amended to read as follows: <br />
