1 " <br /> ORDINANCE NO. W 0 3900. <br /> AN ORDINANCE providing for the improvement of: <br /> COLLEGE AVENUE, (Broadmoor Ave. ) from Woodlawn Ave. <br /> to 47th St. , <br /> by the construction of asphaltic concrete pavement thirty-six feet <br /> (36' ) in width including gutters, by the construction of P .C. <br /> concrete curbs and gutters on both sides of the street, by the <br /> installation of necessary drainage facilities, by the construction, <br /> where necessary, of all sewers, side sewers, water mains and <br /> hydrants with necessary appurtenances, by doing such grading or <br /> regrading as may be necessary, and doing such other work as may be <br /> necessary in connection therewith to make a complete improvement, <br /> all in accordance with plans to be prepared by the City Engineer. <br /> All in accordance with Resolution No. 6442 of the City of Everett; <br /> creating a local improvement district; creating a local improve- <br /> ment district fund therefor; and providing for the payment of <br /> said improvement by special assessments on the property in said <br /> district under the mode of payment by bonds . <br /> WHEREAS, by Resolution No. 6442 of the City of Everett, <br /> the City Council has declared its intention to order the improve- <br /> ment as about outlined and doing all work in connection therewith <br /> to make a complete improvement in accordance with the plans and <br /> specifications of the City Engineer of the City of Everett, <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: That an improvement be made of: <br /> COLLEGE AVENUE, (Broadmoor Ave. ) from Woodlawn Ave. <br /> to 47th St. <br /> by the construction of asphaltic concrete pavement thirty-six feet <br /> (36' ) in width including gutters, by the construction of P .C. <br /> concrete curbs and gutters on both sides of the street, by the <br /> installation of necessary drainage facilities, by the construction, <br /> where necessary, of all sewers, side sewers, water mains and <br /> hydrants with necessary appurtenances, by doing such grading or <br /> regrading as may be necessary, and doing such other work as may be <br /> necessary in connection therewith to make a complete improvement, <br /> all in accordance with plans and specifications of the City <br /> Engineer and which plans and specifications are hereby adopted and <br /> approved. <br /> Section 2 : That the costs and expenses of such improve- <br /> ment, including all necessary incidental expenses, except the sum <br /> of $5,214.28, which shall be contributed by the City of Everett <br /> Water Department, shall be borne by an assessed against the <br /> property included in the assessment district herein created in <br /> accordance with the special benefits conferred thereon without <br /> regard to the zone and termini method of spreading assessments . <br /> The City of Everett shall not be liable in any manner for any of <br /> the remaining cots and expenses of the improvement except as pro- <br /> vided by Chapter 141, Session laws of 1923 or acts amendatory <br /> thereto and the ordinances of the City of Everett. <br /> Section 3: That there is hereby established a local <br /> improvement district to be known as "Local Improvement District <br /> No. ;, ,7 ", which district shall include the following <br /> described property located in Everett, Snohomish County, Washington, <br /> to-wit: <br />
