I Section 00 21 13 INSTRUCTIONS TO BIDDERS If Bidder listed itself as the Concrete Subcontractor,then Bidder I itself must satisfy b.gthi of the above requirements with its own forces. i c. Documentation: The Bidder shall submit the Bidder's Qualifications Statement as provided in Section 004513. The City may also use independent sources of I information that may be available to demonstrate whether the Bidder is in compliance with these criteria. d. Evaluation: In evaluating whether these criteria are met, the City may check I references for the previous projects and may evaluate the project owner's assessment of the Bidder's performance, including but not limited to the 111 following areas: • Quality control; I • Safety record; • Timeliness of performance; • Use of skilled personnel; • Management of subcontractors; • Availability of and use of appropriate equipment; • Compliance with contract documents; • Management of submittals process, change orders, and close-out. I 2. Mandatory Walk-Thru a. Criterion: The Bidder shall have attended a mandatory walk-thru ' in accordance with Section 002513. b. Documentation: The Bidder shall have signed the sign-in sheet I at a mandatory walk-thru. Failure to have signed the sign-in sheet results in automatic bid rejection. I 3. Procedure a. Requests for Criteria Modification. A Bidder may request that I City modify the supplemental bidder responsibility criteria listed above. This request must be in writing to the City project I manager and must be received by the City project manager at least ten business days before the bid opening. The City project manager will evaluate the information submitted by the Bidder and will respond within three business days after receipt of the request. If City evaluation results in a change of the criteria,the City will issue an addendum to the bid documents identifying the Emma Yule Park 6 of 11 I
