• ORDINANCE NO. 3893, AN ORDINANCE providing for the improvement of: FEDERAL STREET, from CHARLES AVENUE to EDWARDS AVENUE by the construction of an Asphaltic concrete pavement thirty-six (36' ) feet in width, including gutters, by the construction of Portland cement concrete curbs and gutters on both sides of the street, by the construction of a six (6' ) foot Portland cement concrete sidewalk on the west side of the street only, by the construction or reconstruction, where necessary,.. of all drainage facilities, sewers, side sewers, water mains and hydrants with necessary appurtenances, by such grading or regrading as may be necessary and by doing such other work as may be necessary in connection therewith to make a complete improvement, all in accord- ance with plans to be prepared by the City Engineer. The City of Everett will contribute $1,810.46 to be paid out of the City of Everett Water Department toward the cost of construction of said improvement/creating a local improvement district, creating an improvement district fund therefore, and providing for payment of the said improvement by special assessments on the property in said district under the mode of payment of bonds . WHEREAS, there has been heretofore filed with the City Council of the City of Everett, a majority petition of the property owners petitioning for said improvement, and upon examination thereof, the said City Council has found the things set forth there- in to be true, and WHEREAS, the petition has been duly -eferred to the Commissioner of Public Works to be examined by said Commissioner and the City Engineer, and the City Commissioner of Public Works has filed with the City Council all data and information required by law. NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: That an improvement be made of Federal Street from Charles Avenue to Edwards Avenue by the construction of an Asphaltic concrete pavement thirty-six (36' ) feet in width, including gutters, by the construction of Portland cement concrete curbs and gutters on both sides of the street, by the construction of a six (6' ) foot Portland cement concrete sidewalk on the west side of the street only, by the construction or reconstruction, where necessary, of all drainage facilities, sewers, side sewers, water mains and hydrants with necessary appurtenances, by such grading or regarding as may be necessary and doing such other work as may be necessary in connection therewith to make a complete improvement, all in adcordance with plans to be prepared by the City Engineer, which plans and specifications are hereby approved and adopted. Section 2: That the cost and expense of such improve- ment, including all necessary incidental expenses except the sum of $1,810.46, which shall be paid by the City of Everett out of the City Water Department, shall be borne by and assessed against the property included in the assessment district herein created
