• <br /> April 7, 2021 <br /> AGREEMENT—2023 COMPREHENSIVE SEWER PLAN PREPARATION <br /> Moved by Council Member Bader, seconded by Council Member Roberts, to <br /> authorize the Mayor to sign a Professional Service Agreement with MurraySmith <br /> Inc., for the preparation of the 2023 Comprehensive Sewer Plan in the amount <br /> of$1,495,314. <br /> Council Member Murphy inquired about the breakdown of costs for the other two <br /> companies interviewed but not selected for this work. <br /> Souheil Nasr, Public Works, stated that the City is not allowed by the Revised Code <br /> of Washington (RCW)to select a company based on cost,and that the price cannot <br /> be disclosed or negotiated until a candidate is selected. <br /> Council Member Murphy requested additional information about the specific <br /> State law or rule that precludes the disclosure of the fee structure before a <br /> selection is made. <br /> • <br /> City Attorney Hall stated he would work with City staff and follow up with <br /> information outlining the specific statute. <br /> Roll was called with all council members voting yes, except Council Member <br /> Moore who was excused. <br /> Motion carried. <br /> PROPOSED ACTION ITEMS: <br /> COUNCIL BILL 2103-08 <br /> SECOND READING: <br /> AN ORDINANCE creating a Special Improvement Project, entitled "Water <br /> Filter Plant Portal 4 Improvements," Fund 336, Program 018 <br /> • <br /> 5 <br />
