April 14, 2021 <br /> Considerable discussion ensued regarding the possibility of adopting a biennial <br /> budget and adding briefings to the budget calendar to review the Berk Study and <br /> Fiscal Advisory Committee recommendations. <br /> Council Member Roberts requested the percentage change in revenue due to the <br /> impact of COVID-19. <br /> Council Member Murphy asked at what point will Council need to decide how to <br /> allocate the 2020 carry forward and how that decision will be worked into the <br /> budget development process. He also noted interest in considering an allocation <br /> to the LEOFF 1 pension funds. <br /> Susy stated that information from the new actuarial study will be presented at the <br /> May briefing, and that if the Council were to decide to use any portion of the carry <br /> forward to help balance the 2022 budget, that the amount would be added to the <br /> balancing list. The first briefing of the balancing list will be in June. <br /> President Stonecipher announced that the next meeting is scheduled for <br /> Wednesday, April 21, 2021, at 6:30 p.m., and encouraged citizens to submit <br /> comment to council@everettwa.gov prior to the meeting.
